Frank is a shareholder in the law firm of Weycer, Kaplan, Pulaski & Zuber, P.C. in Houston and Dallas, Texas. He received his bachelor’s degree in business from Texas Wesleyan University, his masters in Professional Accounting from the University of Texas at Arlington, and his law degree from the University of Houston Law Center. He holds a license as a Certified Public Accountant (CPA) and is Board Certified in Tax Law by the Texas Board of Legal Specialization. He is rated AV (highest possible) by Martindale-Hubbell Legal Directory.

Frank has served nonprofit institutions of all sizes as a bookkeeper, accountant, auditor, tax advisor and advocate, litigator, and legal advisor. He has presented seminars on nonprofit taxation since 1981, is a frequent lecturer on nonprofit issues at the University of Texas Law School's Annual Nonprofit Organizations Conferences and the State Bar of Texas Governance of Nonprofit Organizations Courses, and regularly assists churches in preventing litigation, including those that originate with accusations of sexual misconduct.

Frank is a member of the American Bar Association, The State Bar of Texas, Tarrant County Bar Association, and the TSCPA. He served on TSCPA's Texas Tax Institute Committee (Chairman in 2000), and on the Nonprofit Organizations Conference Committee (Chairman for 2009-2010). He is a past member of the Board of Directors for Christian Management Association (CMA, now Christian Leadership Alliance), and has spoken at numerous CMA national conventions since 1988. He was inducted into the National Association for Church Business Administration (NACBA) Hall of Fame in 2003. In 2005, 2006, and 2007, The Church Report named Frank one of the 50 most influential Christians in America. In 2011, the Evangelical Council for Financial Accountability (ECFA) named him to its Panel of Legal Experts to assist Senator Grassley and ECFA’s Commission for Accountability and Policy for Religious Organizations.

Frank is a contributing author to PPC’s Nonprofit Tax & Governance Guide: Helping Organizations Comply (2011) and a regular contributor to many publications, including Christianity Today and Your Church. He is a member of the Experts Panel for ChurchSafety.com and posts answers regularly. He has written more than 60 articles on nonprofit issues, most of which are available at www.wkpz.com.

Frank is also part of his law firm’s team that assists with employment and ERISA issues. He has represented nonprofit and religious organizations in disputes with former employees regarding benefit plans, retirement plans, and termination. He counsels nonprofit and religious organizations regarding compensation planning, employee handbooks, employment policies, employment agreements, intellectual property policies, and proper treatment of clergy and rabbis.

Frank resides near Dallas, Texas. His volunteer activities have served a wide range of organizations from United Way agencies to the Dallas Center for Nonprofit Management and his local church.

Adam joined CapinCrouse in June 2007, initially working on both the audit and tax teams before transitioning exclusively to nonprofit tax work. He serves a variety of clients consulting on various tax issues including: Unrelated business income, foreign activities, minister’s taxation, and missionary taxation.

For the past three years, Adam has been helping many organizations comply with the new requirements of the revised IRS Form 990 as well as identifying unrelated business income and filing the appropriate federal and state forms.

He obtained his B.A. from Western State College and is a member of the American Institute of Certified Public Accountants.

Vonna is responsible for audit and accounting services rendered to our clients. Her activities include review of audit procedures and processes, interaction with client personnel and the audit team, and involvement in complicated audit areas. She works closely with the audit team and keeps management informed of the progress of their work. She is also available throughout the year to answer questions, assist with special projects, and address the ever-changing needs that face the not-for-profit entity.

Vonna earned her bachelor’s degree from Black Hills State University and her master’s degree in leadership and human resource management from the University of Colorado.

She has served local organizations in a variety of positions and has published articles in national church business administration publications as well as co-authored the book Essential Guide to Church Finances. In 2010, Vonna was inducted into the Church Management Hall of Fame by the National Association of Church Business Administration (NACBA). Her speaking experience includes annual church seminars as well as various regional and national conferences.

Vonna is a member of the American Institute of Certified Public Accountants, Society for Human Resource Management, and NACBA.

Bret is a partner in the CapinCrouse LLP Dallas office where, as the firm’s central regional director, he oversees the Dallas, Colorado Springs, and Denver offices and serves as the primary liaison for the region’s client service. He is responsible for the recruitment and supervision of staff and for coordinating all client services provided by these offices.

He has over 18 years of experience serving exclusively nonprofit organizations through audit and advisory services. He has served a wide range of clients within the nonprofit sector, including church denomination headquarters, local churches, colleges, universities, foreign mission organizations, and charitable foundations supporting organizations and public (community) foundations. Bret also has significant experience working with complex gift, endowment, and planned gift agreements, including annuities and charitable trusts.

He obtained his B.A. degree from Azusa Pacific University and is closely involved with the Christian Leadership Alliance, speaking regularly at industry conferences and seminars.

Bret is a member of the American Institute of Certified Public Accountants and serves on the board of directors of Christian Service Charities.

Chris joined CapinCrouse in January 2007. He has more than five years of professional experience serving not-for-profit clients, including schools, colleges, universities, associations, foundations, church denominations, international mission organizations, and sports organizations. Chris also has provided services to many clients with respect to their employee benefit plans and A-133 audit requirements.

Chris earned B.A. degrees in accounting and business administration from Jamestown College. In addition to being a Certified Public Accountant, he is also a Certified Fraud Examiner.

David is a ministry development officer for ECCU’s Colorado regional office. He has been serving ministries at ECCU for the last 20 years in various development and management positions.

David is also on the pastoral staff of a Denver-area church and has pastored for over 21 years. He has served as president of the Colorado Springs chapter of the Christian Leadership Alliance and is completing his third term on their board.

He earned his bachelor’s degree in finance from California State University Fullerton and his master’s degree in Christian education from Talbot School of Theology. As a Certified Treasury Professional®, David is committed to equipping ministries to be better informed and helping them to be more effective at reaching their communities with the gospel.
